Conspire (As you cast this spell, you may tap two untapped creatures you control that share a color with it.I think this works because you can resolve Tragic Arrogance even if your opponent doesn't have something on the list (like a planeswalker). Put target attacking or blocking creature on top of its owners library. As a plus side, however I think (emphasis on "think") that if your opponent's only creature is hexproof (let's say Plated Crusher) you should be able to resolve Arrogance anyway and get rid of the only creature, leaving you with one creature and them with none. It still counts as targeting the opponent's creature. If you cast a Creature which triggers an ability that targets, such as ], it can not target your opponents creature. So when your creature changes control from you (Player A) to your opponent (Player B), Player B is the controller of the permanent and Player A becomes the opponent that can't target it. Hexproof from is "Cardname can't be the target of spells or abilities whose source is that your opponents control."
